Damaged lead-based paint, such as this, is recognized by the Department of Health Services as a lead hazard. A condition like this in a public building is illegal under California Senate Bill 460.

Background, Ellis' Qualifications:

The Consumer Product Safety Commission adopted 0.06% lead dry weight as the concentration above which a paint is considered to be "lead-based."  Damaged lead paint is a significant health hazard.  DHS establishes definitions for lead-contaminated floors and soils. Ellis' maintains a staff of DHS-certified (now Dept. of Public Health) professionals acting as lead inspectors, assessors and project monitors.  When lead-based paint must be removed or an area decontaminated, Ellis will develop a work plan, procure bids, inspect the work, and conduct clearance air and wipe sampling following removal, all intended to get your construction project back on track as safely, quickly and efficiently as possible.
